Institute for Regional and International Studies (IRIS)
The Institute for Regional and International Studies (IRIS) is an independent, non-partisan and non-profit think tank, based in Sofia, Bulgaria. IRIS is dedicated to developing regional strategies for democratic policy-making and increasing the international understanding of current and emerging issues in Bulgaria, the Balkans, and the Black Sea area.
IRIS’s programs include producing analyses on current public policy issues and issues in the spheres of international relations and security; lobbying among decision-makers for the endorsement of adequate and efficient policy lines; networking with fellow research and activist non-governmental organisations in Bulgaria, the Balkans, and the Black Sea region; and organizing conferences where politicians, academia, and professionals find a forum to exchange ideas and policy perspectives.
Over the course of more than ten years of existence, IRIS has accumulated a considerable knowledge base and experience in the fields of democracy building, Balkan and Black Sea security, advocacy, and networking. The Institute has been able to successfully transfer its know-how and expertise from one program area to the other, thus conveying its assets to the policy-makers and partner organisations across the wider region of Southeast Europe and the Caucasus.
Structure
The Institute for Regional and International Studies is a non-governmental organization. The Institute was established as a non-profit association, registered and operating under Bulgarian law. IRIS’s statute sets forth the principles and mechanisms of management and government of the association.
The supreme collective body of government is the General Assembly. It decides on all issues pertaining to the activity, organisation, and structure of the Institute and approves the annual report. The General Assembly delegates the rights of government and representation to the executive body (Director).
The Institute for Regional and International Studies is currently being governed and represented by its Director, Dr. Ognyan Minchev. IRIS Director’s main function is overall management regarding day-to-day operations and long-term plans and objectives.
IRIS’ activities are channelled through the following program areas – Balkan Security and Development, Black Sea Security and Development, Central Asia Security and Development, Civic Policies and Democratic Political Process, and Partners in Peace-building in the Balkans. The program associates are responsible for the overall implementation and management of program activities, developing project proposals and programs, planning program events, and preparing analyses and publications. The strategic planning and fundraising activities are common for all program areas.
IRIS’ Administrative Department carries out financial administration and office management functions. It is responsible for the office coordination of activities of the entire staff, provides financial and technical assistance in regard to the programs and the timelines for implementation, and prepares monthly and annual reports (narrative and financial) together with the program staff and the external accountant.
Currently, the institute is working with two full-time employees and two associates on a project basis.
