Öykü Uluçay

Öykü is the Good Governance Program Coordinator at TESEV. She has written and coordinated projects on gender responsive budgeting in local governments, local government reform, budget transparency, internal migration and social policy.
She had served as an expert for various projects funded by EU, UNDEF (United Nations Democracy Fund), IBP (International Budget Partnership) and SIDA (Swedish Development Agency).
Öykü co-authored two books titled “Increasing Dialogue in South Caucasus Through Local Initiatives: The Feasibility of Local Government Unions” and “Comparative Local Government Systems:Turkey,France, Spain, Italy, Poland and Czech Republic”.
She received her B.A in Business from Boğaziçi University and her M.A in Political Science from Sabancı University. She was a Fulbright Visiting Researcher at Harvard University’s Ash Institute on Globalization and Governance between 2007 and 2008.
Öykü Uluçay continues her PhD studies in Political Science at Sabanci University.
